As someone who hasn't used Steam Workshop and stopped playing TF2 a long time ago I can't speak from experience, but the "How it works" page on Valve's site states:Starting with Team Fortress 2, you can create and submit new items (such as hats, weapons, badges, boots, and more) for consideration to be incorporated into the actual game.
