You should be able to connect over WiFi and make and receive calls to the US. I've exchanged emails with a few people who are using it outside of the US. You'll need to configure GrooVe IP with the user name and password for the google account associated with your Google Voice number. Then you'll need to make sure calls are only forwarded to google chat.
