This past July, he took over command of the 96th Test Wing at Eglin AFB near Destin, Florida, and, as such, is now responsible for some 20,000 personnel. The Georgia Tech/ROTC civil engineering major has also piloted the venerable F-16 fighter jet for more than two decades, an aircraft he is clearly passionate about. He has tested and flown dozens of other aircraft, too, including the F-35.Massaro sat down with us in his immaculately organized office to discuss his new assignment, but mainly how the F-16, celebrating its 50-year anniversary this year, has evolved since he began flying it. Eglin is one of the USAF’s main testing and development bases, and much of the F-16’s evolution has taken place there. Following are edited excerpts from a longer conversation.Jim Clash: If we knew how we’ve been able to upgrade the fourth-generation F-16, evolving it to such an advanced degree now, would we still have developed the fifth-generation F-22 and F-35?Brigadier General Mark "Kelvin" Massaro: With the F-22 development, we're looking all the way back to the end of the Soviet Union. Our requirement projections for fifth-generation jets started back then. It's a challenge to forecast that far out. But even knowing what I know now, there are things that the F-16 and F-15, even the EX configurations, will never be able to do. Stealth, for example. It gets down to what you can see, right?As for piloting the 16, it's like driving a Corvette. The F-35 is more like an STS Cadillac, with all of the bells and whistles. It's a little more comfortable. Then again, the 16 is a little more responsive. But when we hang a lot of stuff on the 16 for combat capability, some of that [performance] diminishes. Looking back at the world 20 or 30 years ago, or even 10, there is a lot more advanced capability out there. We're seeing it in Eastern Europe, the Red Sea, the South China Sea and China itself. So, from a threat perspective, we need the 22 and the 35.Clash: I read that, years ago, there were plans to potentially scrap the 16 in favor of the next-generation jets. Does the evolution of the 16 surprise you?Massaro: I flew it operationally from 2001 to 2004, the Block 50 model, in combat missions like [Operation] Southern Watch and Iraqi Freedom.
