Chrome cant load plugin

I have Flashplayer 23.0.0.166 PPAPI enabled and the latest version of Chrome. I am able to play games like scrabble and words with friends, but not games like Candy Crush or Puzzly Words. I also have MS Edge and all my games work fine with no error message about the plugin. The error I am getting is "couldn't load plugin" is for only few pdf's. Couldn't figure the problem. In the plugins section of chrome pdf, there are to types. One is browser plugin and the other is PPAPI(internal pdf viewer). I tried to disable the PPAPI, then the pdf file says to enable, when I enable the plugin again, then the pdf file opens.
